LAUSD next school year they will have the same number of classroom days, but will start August 16. Why?

Can professional educators be this dumb? What difference does it make when you start a school year, if you have the same number of days in the classroom?
LAUSD is a great example of why government should not be running schools. If starting in the middle of summer, during extremely hot days makes sense, then the bribe paying by teachers to a hold job is a good thing.
