    Murphy's Law: It takes as much time to do a needed project as the time allotted to do the project.

    For the children of Sacramento, that means full time effort to do part time work.

    The question is not time for research, hearings or debate--it is a matter of political will.

    Want to get the job done with a full time legislature without "special sessions"? Just bring the bill to the floor, debate it, vote on it and move on to the next one.

    In this case, money flows to campaigns based on how long it takes to pass or defeat a bill. That is the truth. It takes as long to pass a bill as it does to squeeze special interests for political support--that is the truth.

    This is why the government has too much money and the part time legislature would get as much done as the full time legislature.
