    Fraud is the only word to be used for the creation of the new category, "Lowest performing School (government school)".

    "The identification of the persistently low-achieving schools last spring created considerable controversy. Despite the lowest 5 percent description, criteria that were used led to the selection of more than 30 schools whose Academic Performance Index ranked in Deciles 2 and 3 far higher than 370 other schools in the lowest 10 percent. These Decile 2-3 schools, which clearly should not have been included on any credible list of persistently low-achieving schools, were awarded about $70 million from the available pot of $416 million. In addition, final dollar awards approved by the State Board of Education in August included about $25 million in golden fleece caliber awards for central offices in districts with SIG-eligible schools."

    Failed schools get money for district offices, the deficit and debt of California grow, and while the students are held hostage by corrupt unions (forcing teachers to pay bribes in order to work is corruption in the real world).

    These grants are to show we are spending money, efficiently or not. Any wonder government is a failure?
