In 2008 the Guv and legislature reached September without a budget--more than 60 days late. The State created furloughs, refused to pay vendors, schools had to borrow money to pay payroll. On September 23, 2008 they had a budget deal. No hearings (one day is not a hearing on an $100 billion budget), no public comment--we did not see the proposed budget until the vote was over--only "leaks" were given us.
The real purpose of the "budget" was so government would have the authority to spend money.
Thanks to this fraud, the State had to create a "real" budget in February, 2009--just four months later. That is the infamous budget that created massive tax increases, the blackmailed top two primaries, the tax breaks for business (to kind of make up for the destructive tax increases) which the unions are now trying to overturn with a ballot measure.
The other day Arnold and the legislative leaders announced a new budget--93 days late so far. Like 2008, they have refused to release it--for a good reason--it is NOT written yet. But, on Wednesday the plan to spend more than $150 billion--on budget and off budget expenditures--will have hearings--FOR ONE DAY. Since the public will not see even parts of it till that morning, no meaningful input or involvement. Then on Thursday, the vote and everybody in the Capitol gives a joint hug. If a business Board of Directors did this, they would all go to jail for fraud.
As written in the California Political News and Views over the past week government k-12 schools and community colleges are borrowing money to pay for payroll. The Treasurer is trying to float $5 billion in bonds to pay vendors who have not been paid since July 1, 2010--this goes through regardless of the passage of the phony budget. Everybody is hurt by the Guv and legislature not doing a real budget. It is an open secret that this "budget" will be redone by the new governor.
The only purpose of this political stunt is so government agencies can pay bills. It may take a few weeks, but the general public will realize they had been "punked". While it does not look like the Tea Party tsunami will hit California on November 2, like it will the rest of the nation, just wait. This time the corruption of the budget will create and build anger in most Californians, left and right. Lack of honesty, lack of hearings, lack of transparency, will finally cause the general public to say a pox on the denizens of the Capitol.
The 2012 election will have the Tea Party energy hit California politics like a ton of bricks. Watch out for the voters’ anger in California for the 2012 elections. They have been had by Sacramento and will be mad as hell. No amount of explanations that the public is "incapable" of understanding the budget will be accepted. We do understand the budget, finally.
