One little section of San Fran has had ten murders in two years. This is gang territory. Government is trying to control the gangs by issuing an injunction so the members can not meet, conspire or do "evil".

But like many in San Franciscos violence-plagued Visitacion Valley, Hill opposes an injunction city officials say could help curb gang activity.
Police say a feud between two gangs the Down Below Gangsters and the Towerside Gang has caused at least 10 homicides here in the last three years. If approved by the court, the injunction would impose restrictions on 41 alleged gang members, all men, within an area about two tenths of a square mile where Hill lives."
Imagine an area of two tenths a mile and there were ten murders in the neighborhood. "The proposal (an injunction) has reignited debate over how to best deal with gang violence. Hill is among those who say the injunction isnt the solution. Whats needed, many residents say, is more funding for social programs that provide young men with alternatives to criminal activity, such as jobs."
Guess these folks truly believe a midnight basketball game (the Al Gore proposal) will stop drugs, muggings and murders?
That may not be a bad idea. It is cheaper to provide a basketball court than public safety. Give them the court, take away the cops. After a while the basketball court and other welfare programs will not be needed--Darwin will have won. yes, there will be innocent victims, but that is the price to be paid when you do not want police protection. Oh, the good news? In a short time everyone in the area will have a gun for self-protection.
