This could be a new day in California. Maybe the massive debt and deficit has something to do with it? Could it be the 12.2% unemployment rate and the over 20% unemployment rate of young people? Maybe it is the failure of government schools to prepare students for the real world?

The California Apprenticeship Council voted 13-4 to reject an appeal filed by the International Brotherhood of Electrical Workers to block the states approval of the program."
But the unions stopped good people from getting training.

But the program immediately generated a swarm of controversy.
The electrical workers union fought the decision by citing AB 921 legislation that allows unions to veto apprenticeship programs if they can show the service is already being provided.
Then the electrical workers union was challenged by other unions, including the roofers, laborers, sheet metal workers and plumbers for the rights to teach solar apprenticeships.
The program was also fought on technical details."
Why do we have high unemployment? Unions’ rules and union control of government. Guess we are so far into a Depression that the State had to approve this. Maybe we should get rid of union control of government programs and return the programs to all the people--not just organizations that force members to pay bribes in order to work.
