    The State of California is broke--though the denizens of Sacramento seem to be in a daze. They are not negotiating. The Guv says there might not be a budget till after January 1, 2010. Our farms have been demolished by out of control judges giving water to fish, not people, might now have more government caused problems.

    "Congdon, now the general manager of the Santa Clara County Open Space Authority, is among many farmers, ranchers and open space advocates who worry that Californias fiscal crisis will put thousands of acres of ranch and farmland at risk. In his proposed 2010-2011 budget, Gov. Arnold Schwarzenegger has virtually eliminated a program that reimburses counties for tax breaks to farmers and ranchers who work their land. Last year, he took the same approach.

    The budget line for open space subventions, as the program is called, is just $1,000 a sum left there as a placeholder in case the funding later was restored. A coalition of growers, environmentalists, ranchers, cities and counties is lobbying aggressively in Sacramento to raise that amount to $38 million."

    This is how Arnold wants to close down this program, it is a great idea. Why not do the same to dozens of other programs and agencies? If he wanted to he could right size government--end wasteful, corrupt programs by giving them only $1,000 per year--now that would be a responsible budget.
