LAUSD has a 60% drop out rate. Oakland tried to teach "Ebonics" instead of English.
These districts do not need a turn around, they need a closure, then allow the hostages (the students) go to quality schools not owned and controlled by special interests (unions).

Forget the technicalities, this is about the total collapse of LAUSD and Oakland, they can not be save. LAUSD is trying to save itself, by turning many of its government run schools into charter schools--more than 90% with union membership. Smart move.
