Imagine a Recalled, disgraced Governor, so bad he had to be thrown out of office would NOW beat the man who beat him. That tells you the legacy of Arnold. Maybe that is why the Governor says no budget till he leaves. Even he realizes, finally, he is not up to the job and wants to do right by the people of California. Why? In the past six years, he has led the State to a cumulative of $140 billion in deficits.
