Even if it did, its not uncommon for Internet purveyors to under-report sales. No data was supplied, either, for black market (and Mexican) purchases which reportedly have boomed as taxes go up."
People will find ways to not pay taxes to a government that wastes money. The Internet, Mexico and out of State purchases are ways you can avoid government taxes.
