In 1974 Jerry Brown gave us campaign "reform" to stop the role of special interest money in campaigns and in the development of legislation.
I would argue not a thing has been changed, except attorneys and accountants are making lots of money and the lobbyist and special interests are more powerful than ever. It seems that reforms are developed to make you believe the politicians are doing something--and they laugh all the way to the bank.
