Some say we might get a budget by Labor Day--we have done that before. Some are now looking at the facts that most spending is court protected; therefore, NO budget is needed.

Depending on how hard the governor pushes, it's possible to imagine a budget stalemate that stretches to Thanksgiving.
A more likely scenario is a budget in September when, according to state cash flow estimates, the state could begin to run out of cash. In this era, only the threat of running out of money -- and having to issue IOUs -- turns negotiations serious."
Considering Arnold has signed the last six budgets that have had a total of $140 billion in deficits, maybe we can not afford another Arnold budget?
Budget or no budget, the people of California are in trouble. The next budget deficit STARTS at $20 billion, in total money, not just general fund terms.
