Believe it or not, 22 cities in the Bay Area, and Anaheim, allow non elected people, folks who can not be fired, and do not have to pay for their mistakes or agreements with unions. Once they decide, the taxpayers have to pay and there is no recourse. Last month Vallejo, the first city to implement this craziness, had the voters repeal it. Vallejo is also the first city, in years that went bankrupt--because of this policy.
