    Barack Obama got the House of Representatives to pass a bill “deeming" that a budget was passed. Only no budget has been presented, no hearings--Obama says he does not need a budget to spend money.

    The Democrats in Sacramento apparently love the role model Obama.

    "Many of the pressures that can push California's leaders toward a budget accord are absent this summer as the state lurches into yet another budget year without a spending plan.

    The lack of acute suffering from the budget stalemate may help explain why talks between Gov. Arnold Schwarzenegger and top lawmakers show no signs of agreement on how to tackle California's $19.1-billion deficit.

    Cash-strapped health clinics that are typically threatened with closure under such circumstances tend to lead a cascade of woeful headlines generated by Sacramento's inaction. But this year, for the first time, they will be paid even without a state budget.

    The disgrace of issuing IOUs, as California did last summer, is only a far-off possibility this year."

    Yes, at sometime the Democrat State Controller Chiang MIGHT obey the Governor and the courts--but what could happen to him at the worse? Maybe the unions will give him $2 million in donations for his corruption?

    Obviously, there is no need for a budget till after Labor Day, if then. As long as we can continue to borrow money (Chiang has illegal stolen $12 billion from Trust Funds and borrowed another $8 billion to keep the State "open"--he will steal and borrow more, as needed)

    There is a real possibility we will not have a budget till after Arnold returns to Hollywood in a little less than six months--maybe they is the best idea?
