The Governor is the chief administrative officer of the State.
The Courts have the ability to overturn the decisions of the Governor.
The Governor is challenged in the courts when he notes California is broke and does not have the authorization from the legislature to pay anybody--except when the courts allow.
The courts rule that the Governor, as chief administrative officer of the State has the authority to pay State employees minimum wage, and that is all--until a budget is approved that allows regular pay.
The Controller, under law and by oath, must pay what the courts and the Governor say to pay State workers.
Democrat State Controller is wholly owned by the unions.
So Chiang tells the courts to go to hell and the Governor to join the court. "Chiang, who controls the government payroll, said Friday's court ruling that he must follow the governor's order to cut salaries does not consider the technical challenges involved. He said reprogramming the state payroll computers to make such salary adjustments is no simple task."
Granted, it may not be an easy task--but it is the law.
Chiang, the slave of the unions, has determined he will not do his job. Maybe the Guv can relieve him of the job, based on corruption--paying people money that does nto exist and in an amount not allowed, that is fraud, embezzlement and corruption--enough to put a non union person in jail.
The right place, this 4th of July weekend for a corrupt elected official is the State holding cell. Sadly, Chiang will eat a hot dog, praise freedom and lie about upholding the law, while stealing from the treasury of the State. Will somebody have this man arrested and indicted?
