    From June 10 to June 15, the State Controller "borrowed" $2 billion to keep the State open. The total "borrowed" is now $20 billion. Borrowed may not be the right word--stolen might be better, On the 10th of June the Democrat Controller admitted he "transferring" $12 billion from Trust Funds--probably illegal--just like the billions stolen from Trust Funds by the Governor and the Controller last year.

    "California lawmakers may be dragging their feet on the big issues, but they continue to work on the little ones that might offer, at most, a minuscule benefit to the budget or the economy. Special interests continue to peddle their niche measures to our elected representatives in Sacramento - and our elected representatives continue to respond.

    One of the kookier ideas of the session would authorize the Department of Motor Vehicles to explore the possibility of allowing digital rear license plates that could display advertising. Under the technology being developed by a company called Smart Plate, your 6-by-12-inch license plate would look and function like a computer screen that would display your license letters and numbers while the vehicle was moving - then would scroll driver-selected advertising messages when the vehicle stopped for four or more seconds."

    The budget was due at midnight LAST night--and they are not even close--might not have a budget till Labor Day.

    Why is California in an economic collapse? $20 billion in borrowed money instead of action by the Legislature. Remember, the total debt of California is north of $800 billion--Arnold has just added another $20 billion.

    Seven months and counting.
