How many separate animal control agencies does a county need--not facilities, separate agencies?
"Declining tax revenue during the recession has starved these cities of the capital required for such a joint venture, but humane society fee increases of 15 percent to 50 percent in recent years have prompted officials from the four cities to form an exploratory joint committee anyway.
"We all felt we should pursue this other option," said Doug Eddow, Oceanside's real estate manager. "We figure we can amortize the startup costs by the savings we'd get from doing it ourselves."
Eddow did not provide the estimated operating costs for a joint facility, but expressed confidence that they would be lower than what the humane societies charge the cities.”
How about an even lower cost to the taxpayer option? Allow the cities to franchise out to private businesses this service. No tax dollars at risk?
Just a thought, maybe government is too large? Maybe ending "services" is a better way to go?
