Government schools folks know that every procedure has a loophole.
San Diego Unified had a hiring freeze of permanent workers. No problem, just hire "temporary workers".
Who is going to get fired over this? Does anybody believe the head of personnel did not know? Does anybody believe the Superintendent didn't know?
Fire the bunch of them, make them an example, or admit the rule was a charade.
