    These two facts are all you need to know.

    "In November 2009, 11 years after Poseidon Resources started the process, construction began on a desalination plant in Carlsbad. The plant, which will turn ocean water into drinking water, is scheduled to be operational by 2012, according to the project Web site. The proposed cost is $300 million."

    "Arturo Herrera, a wastewater treatment plant in Monte de los Olivos, Mexico was completed in about two years and cost $10 million, according to the Comisi?statal de Servicios Pblicos de Tijuana (CESPT), northern Mexicos public services utility."

    Wastewater treatment plants cost $300 million to build in San Diego and $10 million in Mexico.
