Lancaster or Your Town: Prayer at Council Meetings

Should the city of Lancaster (in LA County) or your city be allowed to have a prayer prior to the opening of the session?

Hint: The Senate, Congress holds prayers before opening. The Supreme Court has a prayer written on the building.
