How dumb can a bureaucrat be? "Mayor Antonio Villaraigosa does not have the power to unilaterally shut down non-revenue generating services -- such as parks and libraries -- two days a week, the city's chief legislative analyst said today.
Gerry Miller said such a move requires the concurrence of the City Council.
"In order to, in essence, start furloughing people two days a week, the City Council will have to adopt an emergency resolution that lays out and authorizes the furlough plan," Miller told the council."
I have a great idea. The city of LA should ignore the Mayor and do nothing. Then after May 10 the whole city will close down--because the city will totally run out of money.
At that point the unions can use their members as volunteers, instead of employees, to run the city--great idea.
This is why LA is in trouble--they refuse to stop the fiscal problems.
