We were told that if we allowed more government education bonds, we would get full accountability of how the money was spent. In fact, I know of one government school district in the LA area where the chair of a committee to review the spending, a CPA, was almost totally destroyed by a goonish union, the school board and the Superintendent. Now, no one is willing to serve on the accountability committee, except those owned by the unions.

The Cascade Union, Enterprise, Gateway Unified, Happy Valley Union and Pacheco Union elementary school districts passed more than $80 million in construction bonds, but none of the districts has produced an annual bond oversight committee report, as required by the California Constitution."
What to find corruption, even if blind? Go to a school district and ask to see the accountability of the bond expenditures! Want to waste money, support a bond or a school parcel tax--sure way to blow millions.
