This is a road map for special interests and how they can steal from the people of California. The "research" they are doing had already been done--but "scientists" now have another source of funding, without over site.
Shame on us for allowing this--we are going to get what we deserve--an insolvent State run into the ground by special interests, corruption and vote buying hacks.
