A government program without fraud would be a surprise.
This program forces poor people to use their valuable time to have agents of government checkout their cars. If the cars ”fail", the poor are forced to spend up to $400 to “fix" the problem. Or they can be forced not to use their cars.
Needing to get to work, not having the money to meet arbitrary government standards, not having a car, is not an option for the poor and middle class.
You have to expect corruption in a program when the stakes for the people is so large. I am surprised it is not higher.
