When you visit a doctor, the nurses take your "vital" signs--blood pressure, weight, temperature, etc.
California has vital signs as well Dan Walters recently wrote an article showing the State is at least $600 billion in DEBT (not deficit) "Conservatively, then, California is probably more than $600 billion in debt." See story here.

Including over $200 billion in unfunded liabilities at CalPers, $48 billion unfunded liabilities in CalStrs and $110billion in unfunded health care
We owe billions to Trust funds that we have stolen from. Recycling Fund is owed $500million in money used to cover deficit, for instance.
Deficit:
$21billion in general fund
$7.3 billion in money owed Unemployed Insurance Fund
$3 billion in unsold assets, like the Cow Palace, the Coliseum and the State Compensation Fund
$5 billion in lost lawsuits, unable to pay due to lack of cash
(there is at least another $5 billion in lawsuits pending)
Due to the lack of sufficient adults in Sacramento, the union premiums and monopoly and AB 32 California could stay in its' current Great Depression for a generation.
