    "When the San Diego Unified School District board decided to impose a PLA on $2.1 billion in voter-approved bond money for new school construction, they promised to hoots and guffaws that the agreement would not raise costs or disadvantage local firms.

    Wrong and wronger.

    San Diego’s builder-friendly Coalition for Fair Employment in Coalition reported last week that the winning bid for one SD Unified school project came in 35 percent over the estimated budget and came from a Los Angeles-based company. This is especially shocking given that, in the down economy, most contractors are slashing bids and coming in well under budget to attract business."

    San Diego County Supervisors are finally taking a stand and passing a law to end this union only/monopoly practice. Actually, that is not needed. Any government manager or agency that approves such an arrangement needs to be fired and charged with corruption. They know that a PLA will steal 35% of the taxpayers’ money.

    There are many ways to corrupt government and steal tax dollars--a PLA is an agreement to allow unions to steal from the poor. Time to stop this open corruption.
