    When Los Angeles sells property in a council district, the council member gets tospend50% of the profit on anything he or she wants--no audit is allowed.

    "Los Angeles City Council members put $25 million into their discretionary funds by taking a cut from surplus property sales and oil pipeline franchise fees over the last 12 years, according to an audit released Wednesday.

    With the city facing a $212 million deficit this fiscal year and a $484 million shortfall next year, City Controller Wendy Greuel called for a policy requiring that such revenues be deposited into the city's general fund in the future."

    Corruption has many faces. Wonder if they learned how to do this from the Chicago crowd?
