Arnold is desperate. He went to Washington to beg for money.
He then suggested the building of prisons to hold California criminals, in Mexico--that his own staff told reporters was not serious.
Arnold has nominated a tax increaser to represent the GOP for Lt. Governor. He will be denounced by GOP activists.
Now the Guv is suggesting a constitutional ballot measure that is both illegal and confusing.
"The idea of favoring students over prisoners in state law may hold appeal to many voters. But the legislative analyst's study minces no words in condemning the "simplistic" proposal and urging state lawmakers not to place it on the ballot.
"You don't need a constitutional amendment to shift funding," said Steve Boilard, the study's author. "We're saying you shouldn't lock arbitrary shares of the state budget into the Constitution for time immemorial."
He added that the governor has been a fierce critic of "auto-pilot spending" that locks up portions of the budget.
"If this proposal isn't auto-pilot spending, I don't know what is," Boilard said."
