San Fran schools are in deep trouble. This highly unionized district must cut $113 million. But can they?

Why? This is the people's district, not the unions. If the unions "must" look at the books, so what...we should all be able to look at the books. But, the unions have NO say in the final decisions. If they want that, then they should start charter schools--until then, this is a government school district, not a union district--or are we admitting that unions own our schools?
