BART is trying to decide whether they should raise fares or cut workers.
Actually, they should do two things.
1. They need to end the deficit AND the subsidy. This is done by raising the fares to meet the costs of the service.
2. Since the unions strike when they want, keep the unions, but make them voluntary. As such, the system does NOT take the union dues from the paychecks; make the members pay their dues directly.
These two steps would make this a responsible organization.
The better idea is to sell the system. Maybe the union would want to buy it--then they can pay anything they want and force the riders to pay for it.
