Well, who but illegal aliens would need it? If honest people came here on a resident visa then is it our responsibility to teach them English? What are they going to do, use E-Verify? Of course not.

Now you know why the BO stimulus money is a waste and those needing jobs are heavily taxed to pay for English lessons for law breakers.
