This is a story about how government lies to the public, abuses the public tax dollars and spends money as it pleases, regardless of the law.
This is why government has too much money, too many employees and too many "special" agencies.
The Redevelopment agency is supposed to use its money to fix the community, create affordable housing or support the creation of jobs. Weatherproofing a track is not part of the bargain.
So, maybe having Arnold steal the Tulare Redevelopment Agency money is a good thing--at least he is covering a deficit, not abusing the Tulare public trust.
Another good reason to get rid of special interest redevelopment agencies--they are really a slush fund for special interests, and when that fails, the State can steal the money.
