Good for Richmond--they try to steal $20 million from Chevron (and lose), but refuse to allow the State to steal from them. That is a double standard with a capital "D".

The city has no money to spare, officials say, and cannot hand over the $10.1 million the state wants. Coffers already parched from declining property and sales tax revenue have not been sufficient to cover expenses, and the city redevelopment agency has cut half its staff."
Maybe all cities need to use the same concept and refuse to give money to the State. Of course the State will withhold the money from the cities--so Richmond can complain, but they will lose the money.
Sacramento is in trouble and looking toward the bankrupt cities to bail it out. Maybe they should consider repealing the job and revenue killer AB 32, lower taxes, and stop paying off the unions.
Angry yet? Time for a voter revolt.
