The people of California, according to Arnold are NOT paying enough in taxes. Now he wants the poor of Chicago, Mobile and Detroit to pay for the out of control spending of Sacramento.
"Facing another huge deficit, the governor wants $8 billion or threatens massive cuts in social services." he really believes the people on welfare in Harlem should pay for the corrupt unions in California and our failed.

He needs to "man up", cut the spending end the union monopolies, repeal AB 32 and other job and revenue killers, and do his job as Governor. The people in other States have their own problem, and our debts, deficits and unfunded liabilities are not among them.
Instead of begging for money from the poor of Dover, he should cut the unneeded employees of the California government.
