Rob Reiner set up California First Five as a slush fund for government, for political operations. While he admitted spending millions of the tax dollars on his personal political agenda, the money was never returned.
Either way, now you know why government has too much money. A cut back of one third might be the right way to handle the deficit.

Now we know that the Fresno government schools have misused the slush fund. That is nearly impossible--misusing corrupt money. "The violations occurred at five elementary schools receiving funding from First 5 Fresno County, an agency funded a decade ago with voter-approved tobacco taxes that support early-childhood programs across California. The money was intended to help children under 6 get ready for school through preschool classes, home-visitation services, parent workshops and other efforts.
As a result of the audit, First 5 Fresno County decided in July to take back $1.3 million spent by Fresno Unified School District at Addams, Homan, Mayfair, Lowell and Greenberg elementary schools. The money accounts for one-third of the spending by the programs during the 2005-06 and 2006-07 school years, the period audited by First 5."
