California government education is expensive. Government is always expensive. In 1959-60 Governor Pat Brown got a master plan for education passed. This Chronicle does not do the issue justice.
"Anthony Portantino, D-La Ca? Flintridge (Los Angeles County), who chairs the Assembly Higher Education Committee, said those conversations have already begun in preparation for hearings on overhauling the Master Plan, possibly in December.
"California has dramatically changed in 50 years," Portantino said. "We need to make sure the promises made are kept." Yes, promises need to be kept--but the promise of the Brown plan is NOT mentioned in this article--the REAL reason the 1960 Education Master Plan was killed by inaction.
The 1960 PLAN:
All students must first go to community college--no freshman UCLA students
All juniors and seniors must go to State College--not undergraduate graduations from Berkeley.
Want to go to grad school: Only the UC system would have grad schools.
Notice something missing?
If Pat Brown had his way there would be no basketball or football at UCLA, Cal or the other UC schools. No football at UCLA.
That killed the real Master Plan--it was the politics of sports, not the politics of Sacramento that killed this silly plan (not the part dealing with placement--actually that makes a lot of education sense and saves a whole lot of money.
