Mike Genest has been the Budget Director for the Governor for the past four years. In those years the State has accumulated $80 billion in deficits (that is why the historic tax increase in February), spending has decreased by about 26%.
Genest is not responsible for AB 32 or the other job and revenue killing policies. But, he is responsible for this: "Next year's deficit could be as large as $20 billion, according to an estimate last week by Assembly GOP leader Sam Blakeslee of San Luis Obispo."
Under difficult situation Genest tried to do the best he could. but even a "Charlie Epps" could not fix the California budget.
