When government officials create a $20 billion program (that is just the cost of ONE water bond measure) in secret--you know they are embarrassed by it.
When they have special interests helping make the deal, you know it is bad (no one has denied that the "negotiators" have had "private" conversations with the monopolistic unions--giving them total control, public over the workers on these projects--in exchange for their support. In other words this will be a Cuban style policy--secret negotiations, government control, and workers forced to pay bribes if they want to work.

We all know the environmentalist and the "Delta smelt Fan Club" will stop most projects for years. Actually we have the water available TODAY. Just open the pumps, and worry more about people than fish.
Until we do that, we must reject corrupt, smoke filled room deals with special interests. Do you want this deal? Oh, that is right, they won't tell you what the deal is.
