The Governor threaten to close almost 700 parks if he didn't get his way--he didn't. Then he threatened to close 100 parks--now he will be closing less then that number.
Just as his threats to end dozens of programs and commissions is hollow, this is another attempt at looking tough, when he won't back it up.
Sacramento knows that Arnold has little power, except to make speeches and send out press releases.
