California does not have water because of a drought. We are lacking water because the Federal government has closed the pumps to the Central Valley to protect the delta smelt.
No matter what the State does in a Special Session will not make a difference for decades. Between the cost of any projects, the environmental reviews, the lawsuits, not going to happen.
Lawsuits to break up AT&T lasted more than 30 years. Suits trying to close GM lasted more than 20 years.
By the time the first shovel is allowed to build a small pond your children will have grand children and the State of California will make Third World countries look nice.
