The LA Times is hoping the voters of California are too stupid to understand what they are doing. The Times wants to "reform" government and make it "work".
Translated that means the Times want to raise taxes, give free rein to unions and special interest groups and put as many criminals on the street as possible.
Any wonder the Times is bankrupt--morally and economically? Any wonder the subscriber rate is going down as fast as the deficit is rising?
This is a newspaper for those to rich to care, the illegal aliens and those who believe government needs to steal from the middle class so they can feel good about themselves.
