The Governor tried cutting nurses wages, and the courts said NO. In several other issues, worth more than $5 billion, the courts have told the Governor NO on cuts or furloughs. He has won a few.
Here we have another court defeat. In total, there are almost $10 billion in lawsuits that will be decided in the next year--all add to the deficit, some with interest. Seems to be that the Governor has gambled with the budget, in hopes of finding sympathetic judges.
