If a private contractor goes on strike--you replace them immediately--oh, but private contractors do not go on strike. Yet, the unions just completed a strike vote and can work off the job within the next ten minutes.
It is always cheaper to go private than union. Unions create prevailing wage policies, that is why non union is sometimes more expensive.
Private companies pay taxes. Union workers control the job, pay and benefits.
