The Sacramento Bee told the dirty secret of the agreement. "State leaders believe their budget plan is credible enough to acquire billions of dollars in short-term loans that will end the states reliance on IOUs for only the second time since the Great Depression."
The agreement allows thousands of criminals to leave prison early. It collects $3.7 billion in taxes early. It "allows" drilling off the Santa Barbara coast--a $1.8 billion revenue boost--of course your children will have children before the Luddites allow any drilling. Then you have $2 billion taken from the cities--meaning cutbacks on local services or tax increases.
The biggest fraud of this budget is the cuts in welfare and education. In February the Guv and legislators tried that. So far courts have returned $500 million from House Assistance for the elderly and $3 billion from another cut. Billions more are in the lawsuit pipeline. Then you have the Federal judge who is demanding at least $1.8 billion to make criminals comfortable.
No hearings will be held, no public imput--worse, as best can be told, the legislators will see the final bill at the time of the vote.
In other words a back room deal, done in the fog of cigar smoke, will be voted on without any true understanding. Oh, it does agree to give education $9.8 billion in a few years--that will never happened. As long as AB 32 is not repealed, revenues will continue to drop. The Governor promised something he will never deliver and what the State can never deliver. Good for hi,m outsmarting the unions on this one.
Wonder when the Governor announces the "new" deficit? Immediately or wait a few days or weeks before he has to state the facts? The September budget lasted five months. The February budget lasted five months. Joe Matthews in Foxs and Hounds today believes this one last four month or less. When we the voters demand a real budget and honesty from Sacramento? If we don't every few months will bring more cuts and more lies.
