Get real. The unemployment system in California is geared toward not paying the unemployed.
In one case the decision was that taking a class disqualified the applicant from receiving unemployment funds. Either she was or wasn't--this is not rocket science. It should not take another two months to make another decision. The rules are the rules. In fact most of this can be done by computer--without forcing people to wait in line for answers or to file.
This is 2009, not 1950, but the system is stuck in the mid last century. We could do better, quicker and with half the employees if we upgraded the system.
This is why government has too much money--the workers/unions do not want to be replaced and they want full control.
