Here is another reason government has too much money. Become a legislative staffer, make a charge of misconduct against a fellow staffer or legislator, and you have have hit the jackpot.
Better, tax dollars spent to keep you quiet are kept quiet from the taxpayers! No one knows the money being spent, why or who got it.
