    California is in a Depression. Cities like Los Angeles are totally owned by unions and illegal aliens are Kings and Queens. It also has close to $400 million in deficits.

    The republic that preceded the rise of the empire gave birth to some government institutions that are still fundamental today (the election of officials, the bicameral legislature, systems of taxation and revenue collection). It also produced complex and conflicting laws, unenforceable laws and mandated obligations that make governing difficult at best.

    Last year, in 2010, the City Council of Los Angeles cast more than 23,000 votes, including approving some laws solely for the benefit of very narrow special interests. Especially in an age of limited resources, the sheer volume of Council actions cries out for less legislating.

    A law for home-based animal breeders that would expand the number of allowable dogs and cats to 10? A ballot measure that would tax an illegal substance that’s only sold by nonprofits? More ballot-box budgeting that ties the hands of future officials? An affordable housing ordinance with generous rewards but no penalties for violation? Our government overreaches. Our resources are depleted."
