Either way, one billion dollars will be wasted. Give it to the State or the Redevelopment Agencies and the money will be lost.

Government has too much money when LAUSD builds a school for the "Arts" in downtown LA, where few kids live, for over $300 million. Or spend over $400 million for a High School built on top of a methane gas field, known to cause cancer.
Plus, of course, unions control the flow of tax dollars.
I would say we should burn the money for heat, but AB 32 probably prohibits doing that.
