They say that Jerry Brown is smart--and he is. He is going to blame counties for a crime wave he created.
"In what the San Jose Mercury News is calling "the most sweeping criminal justice overhaul in state history," Governor Jerry Brown is proposing the elimination of the youth prison system, along with an end to prison terms for thousands of convicts who are in prison for relatively minor crimes. Those individuals would be moved to county jails."
Since the counties do not have money for this, and Brown is offering only 40% of the costs for reimbursement, the criminals may never see the inside of a county jail.
Oh, these are in State prison for "minor crimes". Who are they kidding--we all know that these folks pleaded down from a really serious crime to a "minor" one so everybody can say they won--except the public.
