A stopped clock is right twice a day--so is Jerry Brown.

Actually we do not need Jerry to provide new legislation. Current legislation on ALL mandates say that if the State does not pay, local agencies do not have to perform "mandated" activities".
Local government violates the law when they perform with no expectation of being reimbursed. As I have said before, government is incompetent, corrupt or both.
End the mandates--if the State wants something done, then the State should do it and not force others to waste their tax dollars on the whims of union/special interest owned denizens of Sacramento.
